SCOPE: Perform functions to conduct a broad range of power resource planning studies and evaluations, demand and energy requirements forecasts, and economic assessments of generation resource investment decisions in support of the All Requirements Project (ARP) and members, working within the limits of established policy. ESSENTIAL FUNCTIONS: 1. Manage the preparation of load forecasts for the All-Requirements Project and participating cities. Analyze and model a range of complex factors and assumptions to project demand and energy sales, conducting multiple studies to reach reasonable conclusions. Prepare and deliver presentations on the load forecast to FMPA management and the Executive Committee as required. 2. Maintain a current set of assumptions used in long-term generation resource planning studies, near-term economic assessments and evaluations, and load forecasting. Make recommendations on sources for economic, weather, fuel price projection, capital cost, and key environmental-related cost information, and acquire information as needed. 3. Maintain models used in planning studies, e.g. Promod, and revise models as necessary to improve results. Develop screening tools to assist with review of proposals and other solicitations regarding power supply options. 4. Perform a broad range of studies in support of System Planning for the ARP and its members. Take the lead in analyzing the effects on ARP revenue requirements of new power purchase, joint-ownership, demand-side management, conservation and other resource opportunities. Extend these analyses to assess the impacts on wholesale demand and energy charges to participating cities. Identify consultants and resources to assist in the process as appropriate. Prepare and deliver presentations related to resource investment decisions to FMPA management and the Executive Committee as required. 5. Take a lead analytical role in FMPA’s integrated resource planning process. Work closely with members and other FMPA staff to achieve buy-in to forecasts and assumptions, generation resource technology options, and revenue requirements for various strategies. Work collaboratively with members to identify the optimal resource plan that meets the goals and objectives of the ARP as established by the Executive Committee. Identify consultants and resources to assist in the process as appropriate. Make presentations to FMPA staff, management and the Executive Committee as required. 6. Take a lead role in preparation of the Ten Year Site Plan (10YSP) for annual submittal to the Florida Public Service Commission. 7. Respond to requests for data and information from members, FMPA staff, regulatory bodies and other stakeholders as required. OTHER DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO: 1. Participate in any variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies. 2. Maintain safe work area and comply with safety procedures and equipment operating rules keeping work area in a clean and orderly condition. 3. Perform or assist with any Agency business functions, as required to maintain workflow and to meet schedules and quality requirements. 4. Performs other related duties as assigned. TOOLS AND EQUIPMENT USED: Computer, usual peripherals and office software and standard office equipment.
