Department Description

 

Western Fuels-Colorado is a subsidiary of Tri-State (99 percent ownership) and Western Fuels Association (1 percent ownership). It was formed in 1992 to coordinate mining operations for Tri-State at the newly-developed New Horizon Mine near Nucla, Colo. Today, Western Fuels-Colorado continues to manage and operate New Horizon Mine, as well as Colowyo Mine near Meeker, Colo. both of which provide coal to Tri-State baseload power plants.

Colowyo Mine is one of two fuel suppliers to Tri-State's Craig Station. The mining operation is located about 10 miles north of Meeker, Colo. approximately 25 miles from the power plant.

The mine was originally developed in 1978. Through its subsidiary Western Fuels-Colorado, Tri-State purchased the mine from Rio Tinto Energy in 2011.

Operating as one of the state's largest surface coal production operations, Colowyo Mine's 245 employees produce approximately 2.3 million tons of low sulfur, subbituminous coal annually from a 29,000-acre permitted site. Personnel at the mine use both draglines and truck and shovel operations for removing the overburden and extracting the coal.
The coal is extracted, crushed and transported to an on-site rail head, where it is shipped by train to Craig Station's load-out facilities. About five trains, pulling 50 or more 120-ton railcars, make weekly deliveries to the power plant. Currently, all of Colowyo Mine's coal is shipped exclusively to Craig Station, providing the plant approximately 60 percent of its total fuel resources.

Brief Posting Description

Responsible for a diverse range of mine planning projects that are based on sound engineering, financial, and safety principals.  As directed, is also responsible mine design, mine planning and scheduling, and special mining project related work.

Detailed Description

 

DUTIES

1. Promotes safety as demonstrated through work products and by personal example.

2. Performs mine planning for draglines, truck shovel/loader/excavator pit designs, scheduling, volumetrics, dragline range diagrams, blast designs, coal inventory planning.

3. Prepares grade files for dozers and drill files for drills.

4. Develops and maintains detailed weekly, monthly, and three month plans.

5. Coordinates and directs work being performed by outside consulting, engineering, and construction firms.  Engages consultants and contractors prior to commencing work
 via secured Contracts and/or Technical Service Agreements to ensure work scope and requirements are correctly understood and communicated to all stakeholders.

6. Assists in regulatory permitting as needed.

7. Performs reclamation planning and designs as needed.

8. Contributes to the annual budgeting process.

9. Assists with MSHA (Mine Safety and Health Administration) Ground Control Planning and implementation, highwall mining, mine modeling, PMT (Post Mine Topography)
 evaluations, and Collom Coal Mine Permit Expansion planning work as needed.

10. Assists with spoil and highwall Geotechnical evaluations and implementation.

11. Coordinates all aspects of obtaining bi-annual aerial flights to obtain orthophotos and topographic mapping of the mine site.

12. Responsible for understanding and promoting mine site process improvement and change initiatives.

13. Ensures compliance with EEO laws and regulations.

14. Ensures compliance with company policies, programs and procedures.

15. Responsible for performing other assignments as required and assigned to meet business needs.


JOB REQUIREMENTS

1. Bachelor's degree in Mining Engineering or related engineering field.

2. Five (5) years of mining or reclamation related experience, with surface coal mining experience preferred.

3. Knowledge of related surface coal mining regulations including MSHA (Mine Safety and Health Administration).

4. Effective oral and written communication skills.  Must be able to give oral, written, and/or multimedia presentations to a diverse audience.

5. Demonstrated work related initiative and work ethic.

6. Ability to multitask and analyze and provide practical solutions to complex issues.

7. Proficient computer skills with knowledge of AutoCAD, Carlson and Microsoft Suite. Geologic modeling and Runge software skills a plus.

8. Engineer-in-Training (EIT) Certification or Professional Engineer (PE) Registration a plus.

9. Willingness to travel as required.  Must possess a valid driver's license.

10. Must be able to demonstrate the ability to perform all of the essential functions of the position.
