Supports the operation, maintenance, and enhancements to the real-time plant computer control systems, project local area networks and personal computers, security access control and monitoring systems, and all associated subsystems. The Administrator is responsible for the comprehensive understanding of computer based systems’ functionality and interfaces to other systems. Designs and implements data telemetry, reporting, and system applications, for maintaining the operation and availability of systems including the network infrastructure. Ensures compliance with NYPA cyber security policies and procedures in order to design and implement security solutions. Assists in maintaining and upgrading these systems and maintaining secure configurations that meet regulatory requirements. - Daily maintenance, management, and developing the hardware, software, and networks for project's real-time systems consisting of CPU's, operator's consoles, Remote Terminal Units (RTU's) and associated interface equipment used to control and monitor the plant(s) and switchyard facilities. Troubleshoot and analyze real-time applications such as control system algorithms and communication subsystems (Front-end processors, ICCP, RTUs, PLCs). Implement software solutions and/or enhancements to system applications such as control and communications applications or subsystems as required.
- Daily maintenance and management, of the hardware, software, networks, and security for the facility’s computing systems and security access control and monitoring systems. Implement cyber security policies and procedures. Install and maintain software security updates and anti-virus software and maintain backup and recovery systems and data. Develop and/or maintain a database(s) of system and software applications and configurations for security monitoring and compliance auditing. Understand the NERC CIP cyber security standards and develop solutions to enable and report on compliance requirements.
- Support for Real-Time systems: Troubleshoot and analyze real-time applications such as control system algorithms and communication subsystems (Front-end processors, ICCP, RTUs, PLCs). Implement software solutions and/or enhancements to system applications such as control and communications applications or subsystems as required. Participate in factory and site acceptance testing of real-time systems.
- Real-time systems Networking and Cyber Security: Implement cyber security policies, procedures, and technical solutions for real-time systems, including managing firewall and network configurations. Test and Install software security updates, such as patches and anti-virus software. Maintain backup and recovery systems and data for real-time systems. Develop and/or maintain a database(s) of system and software applications and configurations for security monitoring and compliance auditing. Understand the NERC CIP cyber security standards and develop technical and procedural solutions to enable compliance.
- Support for non-Real-Time systems: Develop maintenance strategies and support for applications, systems, databases, and web servers and the facility Local Area Network. Maintenance and administration of the hardware and software for all workstations at the facility.
- Security access control and monitoring systems: Implement cyber security policies, procedures, and technical solutions for security access and monitoring systems, including managing firewall and network configurations. Test and Install software security updates, such as patches and anti-virus software. Maintain backup and recovery systems and data for security access control and monitoring systems. Develop and/or maintain a database(s) of system and software applications and configurations for security monitoring and compliance auditing. Understand the NERC CIP cyber security standards and develop technical and procedural solutions to enable compliance.
- Provide expertise in resolving information technology issues for all facility staff.
- Respond to emergencies regarding facility computing systems.
- Monitor, and report on, systems for capacity planning, system reliability, and maintenance and enhancements to the security infrastructure.
- Periodically collect and maintain data and reports as required by policy and regulatory requirements for compliance auditors, including but not limited to NERC CIP compliance.
Software and Hardware Technical Knowledge - Experience with real-time systems such as Supervisory Control and Data Acquisition Systems in the Power Industry
- Industry standard programming languages (C++, Java, HTML, XML)
- Relational Database Systems (Oracle, PL-SQL)
- Knowledge of computer networking and protocols
- Knowledge of computer operating systems (Windows, Linux, VMS; multi-user operating systems)
- Cyber security principles and practices
- Experience Writing Engineering Technical Specifications

Security access control and monitoring systems (desired) - REQUIRED: Bachelor of Science degree or equivalent; (Engineering related or Computer Science)
- REQUIRED: Minimum three (3) years involved in software design, testing, installation, and maintenance of applications and computer systems in an engineering environment, preferably in the area of power plant control systems.
- REQUIRED: Fortran, Visual Basic, Operating Systems (Linux, Windows, VMS, multi-user operating system), Computer Secuirty (firewalls, intrusion detections systems, monitoring systems), Computer Networking (routers, switches, VLAN's, acess rules), I/O technology.
- PREFERRED: Knowledge of security access control and monitoring systems desired.
