Manage the responsibilities of the BG/Niagara/St. Lawrence Project Operations Department consistent with the policies, procedures and overall objectives of the New York Power Authority (NYPA) and all regulatory agencies during an assigned shift. During non-routine work hours, the Operations Shift Supervisor is the senior management representative on site and may temporarily assume the role of the Regional Manager as required to deal with emergent plant conditions. Responsibilities include providing managerial oversight and leadership during the off-shifts and assigning maintenance and support personnel in response to water management concerns, weather-related issues, equipment trouble reports, and supervising the return-to-service of major pieces of equipment and related plant components. The operations Shift Supervisor is also responsible for providing an active interface to other departments and facilities and making proper notifications for equipment problems and other incidents. The BG/Niagara/St. Lawrence projects are an integral part of the NY power system. The projects supply hydroelectric power and operate bulk power transmission facilities. The Operations Shift Supervisor directs the operations staff in the safe, reliable and efficient operation of the facilities. The operations department at each facility is nominally comprised of an operations superintendent, five Operations Shift Supervisors and total of 15-25 operators who cover the operation on a 24-hour basis. A shift is nominally staffed with one senior operator and one journeyman operator assigned to the control room, and one journeyman operator assigned to the floor. During non-routine work hours, the Operations Shift Supervisor is expected to direct all other NYPA personnel on-site in the absence of their normal supervisor and to ensure compliance with lockout/tagout rules. Required Skills COMPETENCIES -Technical & Theoretical Knowledge- An Associate Degree in Electrical or Mechanical Engineering Technology or completion of the NYPA operations apprenticeship and five years experience as a senior operator. A strong working analytical/technical background in electrical and mechanical fields is required. Have a minimum of 10 years utility experience at a large hydroelectric facility. NERC Certification is required or obtainable within 2 years. -Organizational & Industry Perspective Knowledge Breadth—Must have a working knowledge of NYPA & Project operating procedures, regulatory policies and water management policies. Must understand how the Project interfaces with the electric grid and follows requirements of the NYISO. For Naigara and STL have an understanding of the maintenance and operating agreements that NYPA has with Ontario Power Generation. -Communications (written & oral)—Written and oral communications are necessary to deliver the various presentations of critical material to NYPA and applicable personnel from outside agencies associated with the position. Must be able to clearly and concisely deliver instructions to the operators. -Problem-Solving— Must have the ability to identify, logically analyze and generate solutions to complex technical and operational problems. Must also be able to compile and analyze data to establish a course of action. -Planning & Administration—Must have the ability to plan, coordinate and schedule projects independently. Establish daily work priorities, planning assignments, allocating resources, organizing and managing work. The incumbent must have the ability to engage in long and short term planning of complex and routine projects, such as outages and switching. -Leadership & Influence (such as negotiations skills)—Ability to lead groups and influence others is necessary to provide a cooperative environment for accomplishing the tasks, goals and values set by NYPA’s Mission Statement. Actively participate and have an impact on working groups to achieve a common goal. - Supervisory/Managerial – Ability to organize and present budgetary requirements relative to related costs projected for the upcoming fiscal year. Must be able to effectively manage a bargaining-unit labor agreement. -Initiatve & Independence—Must be self-motivated in order to remain abreast of changes in equipment, policies and personnel. Must respond immediately and independently to all problems on the project that affect generation and/or transmission.
