ROLE & SCOPE: This position is responsible for the implementation of Corporate safety programs and policies directed at monitoring and improving safety performance and compliance consistent with Corporate objectives and government regulations. This position serves as liaison and principle contact in handling safety audit findings. Manages the Field Safety Supervisors on a daily basis. This position is also responsible for the safety inspections, observations and auditing programs in the Electric and Gas operating areas. Serves as a safety consultant to operating managers on all safety related matters in order to ensure compliance with all regulatory requirements, best industry work practices and the safest possible working conditions in operating areas. RESPONSIBILITIES: - Directs the activities of the Field Safety Department Staff and works closely with all operating management to ensure a safe and healthy workplace for all employees.
- Ensures that the details of current work procedures and related skills training programs are compliant with current regulatory requirements.
- Continuously monitors, and periodically audits, safety related work performance of operating personnel for compliance with Corporate safety policies and safe work practices.
- Provides ongoing feedback and information to operating managers on safety performance within their area of responsibility and advises them on any revisions that may be needed to maintain the highest level of safety performance within their workplace.
- Ensures incidents are investigated, contributing factors identified, lessons learned communicated and improvement plans implemented to prevent recurrence in the future.
- Assists in the development and implementation of policy and procedure revisions.
- Provides for the delivery of training and information related to Corporate safety governance and for the development and implementation of behavioral-based initiatives.
- Conducts analysis of data received from observations, incidents, events and reportable injuries and provides improvement plans, program suggestions and implements changes to existing process when required.
- Provides information and reporting of safety related performance and trend analysis including the management of projects.
- Provides for safety regulatory affairs and records maintenance systems for regulatory reporting purposes.
- Serves as a resource in resolving problems related to performance of employees, contractors and the public.
QUALIFICATIONS: Technical Knowledge/Skill: Requires a thorough knowledge of regulatory requirements pertaining to gas (DOT and OSHA regulations) and electric operations (OSHA regulations). Also requires a thorough understanding of current work practices and procedures. Requires excellent oral, written and project management skills. Education: Requires a Bachelor's Degree in Safety, Engineering, Applied Sciences, related discipline or equivalent experience. Experience: Minimum of eight (8) years related experience, including five (5) years in supervisory and managerial positions in operating areas. Licenses & Certifications: Certification as a Certified Safety Professional preferred.
