Job Summary: The Program Manager, Nuclear Fuel Supply and Utilization initiates, plans, and organizes the development and implementation of optimized fuel utilization strategies, monitors nuclear fuel supply markets for trends and risks, assists in the assessment of TVA's fuel supply needs, participates in the negotiation of price and schedule terms with suppliers, performs economic evaluation studies for nuclear fuel projects and proposals, and develops up-to-date in-core fuel utilization plans for use in power planning and rate-setting. The Program Manger, Nuclear Fuel Supply and Utilization also assists in the development, review and tracking of the short term and long term nuclear fuel expense and $500 million annual nuclear fuel capital budgets and all related activities. Primary Responsibilities: º Develop strategies related to preparation and maintenance of optimized fuel utilization strategies (cycle lengths, fuel assembly design, core operating strategy, etc.) for each TVA nuclear unit. º Perform of economic optimization studies for nuclear unit operations and outages for use in developing short-term and long-range operating schedules for TVA nuclear units as part of the overall TVA generation mix. º Maintain an in-depth knowledge of the domestic and international uranium and enrichment markets including supply, demand, political factors, in order to determine the most opportune time and sourcing for making uranium and enrichment purchases and contract mix (spot versus term). º Prepare technical and commercial portions of uranium and enrichment procurement specifications, issue requests for proposals, and negotiate both the technical and commercial portions of contracts for the supply or uranium and enrichment with supplier to TVA. º Develop up-to-date in-core fuel utilization plans for use in planning, economic evaluations and rate-setting purposes. º Develop, update, and monitor of short term and long term nuclear fuel expense and nuclear fuel capital budgets. º Process DOE-related project contract invoices. º Process, coordinate with Nuclear Fuel Engineering and approve fuel fabrication contract invoices. º Coordinate the reimbursement of appropriate invoices under the BLEU and DOE Tritium Programs. º Review TVA monthly accounting reports in the area of nuclear fuel expense and nuclear fuel capital. º Maintain constant awareness of the quantities, locations, chemical form, and national origins of all natural and enriched uranium owned by TVA, and develop means to minimize storage and carrying costs on these inventories. º Coordinate with fuel engineering and fuel fabrication personnel to set the quantities, technical specifications and schedules for the procurement and delivery of natural uranium and enrichment. º Calculate the quarterly spent fuel waste fee to be paid to the Department of Energy by TVA. º Prepare required DOE remittance correspondence. Minimum Eligibility Factors: º B.S. degree in science or engineering or the equivalent of a bachelor's degree in experience. º Business classes desirable. º At least 10 years of experience in the nuclear power industry with 5 years experience directly applicable to the responsibilities of this position. º PE is desirable. º Excellent interpersonal, verbal communications, and technical writing skills. º Must have knowledge of the nuclear fuel cycle, engineering economics, economic analysis, discounted cash flow economic evaluations, reactor core designs and the ability to understand, interpret and present complex nuclear supply issues. º Must be willing to serve as a member of the Emergency Response Team. º Must be willing to travel occasionally.
