Job Description:

GENERAL DESCRIPTION:

Supervises the full range of system design, development, implementation and maintenance activities related to FPUA’s wired and wireless network/telephone data/voice network system to include; network servers, wireless routers, hubs, switches, uninterruptable power supplies, telecommunication devices, management/inventory/ troubleshooting systems, enterprise backup systems, and phone voice switches and related software; provide technical advice and support to users and FPUA management in the appropriate use of technology. This position is part of a team of individuals whom comprise the Information Technology Services Department and as such will work cooperatively as a member of that team to resolve problems which fall into other areas of responsibility. Work is performed under the general direction of the Information Technology Services Manager.

ESSENTIAL JOB FUNCTIONS: (Note: There are also secondary functions which the employee will be required to perform.) Assigns, directs and supervises the work of staff performing routine and complex system design, development, implementation and maintenance activities of wired and wireless network/telephone data/voice network systems. Participates in the hiring of assigned staff, recommends selection for management approval and provides for the professional and occupational development of assigned staff. Completes employee performance evaluations; counsels staff and initiates disciplinary or corrective action as necessary. Consults with management and technical personnel and assists staff in developing project goals, objectives and timelines; organizes and facilitates project team meetings.

Implements policies within the Information Technology Services organization to define responsibilities, establish operating procedures, and assure effectiveness of the personal computer network in providing required data for user departments. Confers with and advises subordinates on procedures, technical problems, priorities, methods and resolves complex situations. Analyze needs of customers, formulate solutions and design systems and procedures for implementation; make recommendations to the Information Technology Services Manager for cost effective, performance, efficiency and long term solutions. Prepare progress reports to inform customers of project development and deviation from predicted goals. Evaluate new systems solutions; advise customers and FPUA departmental management on hardware and software alternatives; set standards for selection of software/hardware and assist departments, in conjunction with the Information Technology Services Manager, with appropriate recommendations and budget considerations. Supervise the daily activities of the network operations staff to include, but not limited to; assuring daily error free operation of FPUA’s local/wide area network, Enterprise backup system (network based) including periodic testing; monitoring of FPUA’s network system with tools provided for purpose of providing pro-active problem resolution, maintenance of FPUA’s micro-computer inventory and virus protection software. Manage the local/wide area security and network performance. Seek opportunities to improve work flow/productivity of customers with enabling technologies. Keep current on the diversity of hardware and software for work stations, printers, scanners, laptops, pen based computing technology. This position will also be responsible for transferring information on new technologies to the other department team members.
Follow and maintain expertise in telephony and the integration of voice/data systems by demonstrating expertise managing and maintaining FPUA’s phone/voice systems using tools provided by vendors and/or acquired by FPUA and make recommendations to the Manager regarding implementation of new technologies which improve the delivery of services to staff and customers at lowered costs. Work with departments to plan for the implementation of systems and installation of technology which enhances the department’s ability to execute its service goals and objectives. Respond to client request for service on problematic systems and/or equipment; make minor repairs to equipment and arrange for other servicing needs. Assist in the development of hardware delivery and maintenance contracts between FPUA and hardware vendors. Communicate with vendors throughout the contract, including training, implementation and support phases of hardware projects; provide vendor with design specifications as needed to meet customer requirements and/or changes to existing hardware. Operate, adjust, modify and install a wide variety of computers, peripherals, software and communications equipment to facilitate repair, upgrade and installation of equipment. Promote an employee teamwork concept throughout the department, supporting and assisting in the implementation of department goals and objectives. Assists the Information Technology Services Manager and may fulfill that role in the absence of the Manager.

ESSENTIAL MINIMUM QUALIFICATIONS: (Education and Experience):

Graduation from an accredited four (4) year college with a degree in telecommunications, computer science, or similar discipline, ten (10) years progressively responsible experience in information technology or telecommunications, active hands-on network experience and IT supervisor experience. A comparable amount of training and experience may be substituted for the minimum qualifications. The following certifications are desired: MCSE, CCNP, CCIE, SSCP and/or CISSP. A valid State of Florida Driver’s License is required.

ESSENTIAL KNOWLEDGE, ABILITIES AND SKILLS:

Detailed demonstrated knowledge of wired and wireless network operating systems, design, implementation and on-going maintenance practices, concepts and methods. Thorough knowledge of VoIP, PBX and computer network voice and data communications. Thorough knowledge of the capabilities of various hardware and software needed to carry out an effective information’s technology program through network design. Ability to plan, develop, organize, supervise, and implement application systems to users. Ability to establish and maintain effective working relationships with management, peers, and subordinates. Ability to provide effective leadership and supervise, train, review and evaluate work of subordinate personnel in a manner conducive to their full performance and high morale. May require announced or unannounced overtime work and the ability to respond to call-out work during non-working hours or emergencies.
